GNL Consulting Group was established in 1996 by Gary N. Lee.  Mr. Lee is a graduate of California University of Pennsylvania where he earned a Bachelor of Science degree in graphics communications technology.  He later earned a Master of Business Administration from Gannon University with emphasis on change management.

Mr. Lee worked as an Entrepreneurial Development Consultant at Gannon University Small Business Development Center and the city of Erie.  He was responsible for overseeing the Community Development Loan Program, which worked with emerging entrepreneurs in creating business plans and business opportunities.  He worked closely with banks, economic development organizations, government and the business community in developing positive partnerships.  

In addition, he operated a successful Youth Entrepreneurship Training Program for three years at the university, which taught minority students the importance of budgeting, establishing good credit records, creating net worth, and developing business plans.

Mr. Lee was appointed by the Governor of Pennsylvania to the Director of the Bureau of Contract Administration and Business Development, which managed the state contracting processes  and awards to minority and women owned businesses.  Under Mr. Lee's leadership, the bureau was able to achieve unprecendented success in providing world class quality initiatives.   Also, he served as the Director of the Bureau of Professional Selections and Administrative Services, which was responsible for policies and procedures as it relates to design and construction contracts.

Most recently, Mr. Lee was a Special Assistant to the Deputy Secretary for Administration and Procurement, which administered the Right-To- Know Law policies and procedures and the department's performance measures.
